Current TAFE Officers

We want to offer a special thanks to our current officers for all their time and effort to help plan and organize the Texas Association of Fire Educators.



 

President – Jeff Tokar

Jeff is in his 27 year of service with the Garland Fire Department. He holds a Masters Degree in Executive Fire Service Leadership, NFA Executive Fire Officer Certification, Texas Master Firefighter and Instructor certifications and is Instructor certified with the Texas Department of Health. Jeff is the Director of Education for FETN and PULSE Emergency Medical Update. Jeff has been a paramedic for 25 years during his service to Garland. His duties in Garland as the Captain of administration includes; all new fire station construction, department facilities management, apparatus committee chairman, grant research and development, and teaches in the recruit fire academies. Jeff has been married to his lovely wife Kelly for 24 years, and has 2 boys ages 20 and 16.


Vice President – Vince Abrigo

Vince is a 17 ½ year veteran with the McAllen Fire Department holding the rank of Lieutenant assigned to operations. He also serves as the Fire Training Coordinator with Texas State Technical College in Harlingen, Texas. He is a big advocate of training and is involved with numerous training programs in the region, training both rookie and veteran firefighters in both Fire and E.M.S. programs and also specialized courses.


Treasurer – Rick Trevino

Assistant Chief Rick Trevino has been a member of the Corpus Christi Fire Department since 1982. He has promoted through the ranks from Firefighter to Firefighter II-EMS, Captain, Battalion Chief and is currently an Assistant Chief. Chief Trevino is a Paramedic and certified as Advanced Firefighter and Fire Instructor III with the Texas Commission on Fire Protection. He has been assigned to various disciplines throughout his career including Chief of Operations, Battalion Chief, Training Chief and currently is the Assistant Chief over Support Services.

Chief Trevino commands a staff of 5 Captains,2 Firefighter II EMS personnel, and 1 Firefighter that handle all aspects of Training, Research and Development, Apparatus Specifications, Testing, Continuing Education, Background Investigations, Recruiting and Special Ops Training. He also oversees our Shop Maintenance and SCBA programs.


Secretary – Mike Free

Battalion Chief Mike Free has been employed with the Port Arthur Fire Department for more than 29 years. He is currently the Training Officer for Port Arthur overseeing all training for the 105 man department. Mike holds an Advanced Firefighter Certificate from the Texas Commission on Fire Protection, TCFP certificates for Instructor II, and Hazardous Materials Technician. He is also EMT Basic Certified by the Texas Department of State Health Services.


Director – Curtis LeGrotte

Curtis has been with the Sugar Land Fire Department, TX for over 18 years. He started as a firefighter and have promoted through several ranks and positions to his current role as a Battalion Chief over “C” Shift. His duties as Battalion Chief involve overseeing the shift of six fire stations. C-shift currently has 29 people assigned to it.

His goal is do his best to see that the Sugar Land Fire Department’s mission to offer excellent service by collaborating, acting with integrity and exhibiting trust; creating a safe place to live, work and play is carried out each day. Curtis is also an instructor for the San Jacinto College fire academy, in addition to being a Lead Instructor for TES² - Training Education Services. He holds Master certifications with the Texas Commission on Fire Protection as a Structural Fire Fighter, Fire Inspector, Aircraft Rescue Fire Fighter, and Fire Instructor III, as well as Fire Officer II, and Driver Operator certifications. Also an Emergency Medical Technician -Intermediate with the Texas Department of Health. Graduate of Houston Community College System’s AAS in Fire Science and Safety Technology, and is currently pursuing a Bachelor’s Degree in Fire Engineering with a minor in Administration applied through Eastern Kentucky University that will be completed in 2012.

Personal Information

He is a 46 young, father of two boys 28 & 23, one grandson that is one, happily divorced and get along with the ex just fine now days. He enjoy any sport outdoors from golf, softball, motorcycles (both dirt and street), and a few years ago I skydived 17 times.


Dale Skinner

Director - Dale Skinner

Dale Skinner has been a member of the fire service for over 20 years and currently holds the position of Division Chief/Operations with the Euless Fire Department. Certifications include: Texas Commission on Fire Protection certified Master Firefighter, Instructor III and Hazardous Materials Technician and Texas Department of Health Services Certified Paramedic. He serves as a TEEX Guest Instructor for Texas A&M at the Annual Municipal Fire School. Dale also serves on the Fire Academy Advisory Board for Tarrant County Community College. He holds an Associates Degree in Fire Service Administration from Weatherford College, a Bachelor of Science in Public Safety Administration from Grand Canyon University. He is a graduate of the Texas Fire Chief’s Academy and is a participant in the Executive Fire Officer Program at the National Fire Academy.


 

Director – Craig Kolls

Craig Kolls has been in the fire service since 1998. He started out as an Air Force Firefighter and since then has worked for volunteer, combination, and fully paid departments. Craig is currently the Training officer for Kyle Fire Department. “My passion in the fire service is training. I love teaching all aspects of both fire and EMS services and am certified to teach numerous disciplines including the Everyone Goes Home program and Driver/Operator courses of which are my favorite to teach”.

Craig is married to a “beautiful paramedic”. They have 4 children ranging from 2 - 10 years of age. During my off time he enjoys being around his family and doing his honey-do list.
